Bill is the youngest son of the Rev. Wessie L Spearman and the late Raymond Spearman, Sr. Bill is a life-long resident of Camden and a product of the Camden school system having graduated from Woodrow Wilson High School in 1976. While working full-time at Vi-Tech Photo Labs as a dark room technician and later, sales representative, Bill attended college classes at night ultimately receiving his Bachelor of Arts Degree in Business Management from Rutgers Camden in 1986.
In 1986 Bill began the management-training program at Household Finance Corporation. Bill worked at Midlantic Bank as a collector and at Zinman Realty as a salesman, until he decided to matriculate at Temple University to earn a Master's in Business Administration in Real Estate and Urban Land Use
Bill's long-time dream has been to help turn Camden around. While attending Temple Bill took a big step to realizing that dream when he began as an intern with Cooper's Ferry Development Association. After his graduation from Temple in 1994 Bill became a Project Manager at Cooper's Ferry. Some of his projects included the Camden Baseball Stadium and the Victor Building. In November 2003 Bill accepted the position as Director of Real Estate for the Camden Redevelopment Agency where he oversees the acquisition and management of real estate for the agency.
Bill has devoted not only his professional life, but also his spare time to the redevelopment of Camden. He is one of the founders and incorporators of Parkside Business & Community In Partnership, Inc. Bill served as chairman of PBCIP from its incorporation in through 2003. Under his leadership PBCIP became incorporated, received its 501(c)(3) tax-exempt status, received its first major housing development grant, and hired professional staff, becoming one of the most respected community development corporations in the City.
Bill has participated on numerous boards and organizations including, St. Joseph's Carpenter Society, Camden Business Cooperative Assistance Corporation, The Camden Greenway's Committee, the Workforce Investment Board, Chairman of the Boys and Girls Club Building Committee and Chairman of the Boys and Girls Club Local Board. Bill also serves as a Trustee at Macedonia AME Church.
Bill is married to Michelle Banks-Spearman and is the father of two sons, Daniel and Michael.
In November 2006, William W. Spearman was elected to represent the resident of the 2nd Ward of the City of Camden.
