The Bureau of Emergency Services Citywide Tour Command comprises the management function of the Fire Control Force, responsible for all emergency services furnished by the Department. The Fire Control Force consists of eleven (11)fire companies, each company of fire fighters supervised by a Fire Captain under the management of two (2) Battalion Headquarters. These management units function under the direction of a Deputy Chief serving as Tour Commander.

In addition to managementof the Fire Control Force, Citywide Tour Command also serves to administer several areas of organizational superintendence appropriated among the management and maintenance of all Fire Department buildings; FLEET SERVICES involving the maintenance and operation of fire apparatus and vehicles;TECHNICAL SERVICES concerning the administration of special programs including grants management and emergency management services and OCCUPATIONAL TRAINING involving the administration of professional certifications, performance standards, and technical service disciplines.

The principal functions of the Fire Control Force entail FIRE SUPPRESSION, RESCUE SERVICES, SPECIAL OPERATIONS, FIRE SAFETY INSPECTIONS, COMMUNITY RELATIONS, and EMERGENCY MEDICAL SUPPORT. The primary duty of the Fire Control Force is not the extinguishing of fire, but rather the saving of life associated with fire incidents as well as other public emergencies that demand technical fire services necessary for rescuing victims from all forms of physical entrapment and hazardous exposure.
