Currently there are significant trends to pursue and implement a continuous improvement strategy in municipal government, which would more effectively deliver services. Cities are beginning to focus on projects that can achieve bottom-line cost savings, enhance customer satisfaction, improve service quality and staff productivity, and add value to the City's many basic services. The use of technology as a vehicle for achieving these goals has become a significant strategy in both public and private sector organizations.
In 2006, DIT began an in-depth review of ways to improve efficiency in City operations. DIT applies a corporate outcome management approach to the delivery of services. DIT assists departments in defining how well their programs are performing overall by aiding in the identification of high-level outcome measures. The Division of Information Technology will begin the first round of evaluating service goals, objectives, and the department's success in meeting these goals in an effective and efficient manner. The results of the review and the DIT Strategic Business Plan will be the basis for restructuring allocated resources for the Division of Information Technology . Technology enhancements are being used to promote the following:
- The streamlining of City processes by using technology to improve the efficiency and effectiveness of City services.
- The development of a clear, comprehensible strategy for achieving technological advancement.
- The development of effective technological, organizational, and interpersonal networks to improve communication across the organization and with the public.
- The development of a project management practice that provides for more rigorous and better-informed cost-benefit analyses to be applied to the IT investment strategy for the City.
- A shifting of focus to both internal and external customers - City departments and the citizenry.
