Daniel S. Blackburn, Esq. was appointed by the Mayor and confirmed by the City Council as the Camden City Attorney in July 2022. Daniel comes to Camden after completing almost 31 years of service in the United States Navy.

Over the course of his Navy career, he served in a variety of assignments at sea and ashore. Most notably, as Commander, Amphibious Squadron SIX, he served as Commodore, KEARSARGE Amphibious Ready Group acting as a Task Force Commander in the European, Africa, and Central Command theatres. He was also Commanding Officer, USS OAK HILL (LSD 51). Ashore, he performed multiple tours in The Pentagon as part of the Joint Staff and Chief of Naval Operations Staff. He was also an Assistant Inspector General in the Office of the Naval Inspector General.

Daniel received his Juris Doctor Degree, magna cum laude, from the University of the District of Columbia, David A. Clarke School of Law. He also holds a Master of Arts Degree in Strategic Studies and National Security Affairs from the United States Naval War College. His undergraduate work was completed at Northwestern University with a Bachelor of Science Degree in Education and Social Policy.

Daniel’s military decorations include the Legion of Merit (two awards), Meritorious Service Medal (three awards), Defense Meritorious Service Medal and Navy Marine Corps Commendation Medal (six awards). He was a Dean’s Fellow at the University of the District of Columbia, David A. Clarke School of Law and a recipient of the Earl H. Davis Memorial Prize for Advocacy

Michelle Banks-Spearman serves as an Assistant City Attorney with the Camden City Attorney’s Office. Ms. Banks-Spearman focuses primarily in the area of real estate and municipal tax. During her 30-year tenure with the Law Department, Ms. Banks-Spearman has served as the legal advisor to the Tax Collector, Tax Assessor, Division of Housing Services, Division of City Properties, the Long Term Tax Exemption Committee, the Lien Review Committee, Affirmative Action Review Committee and the Camden Redevelopment Agency. As part of that representation Ms. Banks-Spearman has coordinated real property acquisitions and sales, lease preparation, tax appeals, tax exemption determinations, in rem tax foreclosures and condemnations.

Ms. Banks-Spearman is a graduate of Camden High School. She received her Bachelor of Science in Government from Harvard University. She holds a Juris Doctor from Columbia University Law School and a Master of Science in Urban Planning from Columbia University School of Architecture and Urban Planning.

Grew up in the Midwest. Has a BA from Macalester College in St. Paul, MN and a JD from Vanderbilt University School of Law. Worked in the Insurance Industry and has a CPCU and ARM. Previously worked as the Municipal Prosecutor.
Eddie Freeman, Esq.

Eddie Freeman is an Assistant City Attorney in the Tort Litigation Department.  He has spent most of his career as a personal injury defense litigator.  In 2012, Eddie obtained his Bachelor’s Degree in Criminal Justice and Criminology with a Minor in Spanish from the University of Missouri-Kansas City.  In 2016, Eddie obtained his Juris Doctor from Oklahoma City University School of Law.

Andre A. Norwood, Jr., Esquire was born in Camden, New Jersey. He is a product of the Camden City school system and was graduated from Camden High School in the year of 1990. Andre attended Cheyney University of Pennsylvania and received his Bachelor of Arts Degree in Criminal Justice/Social relations.

Before attending law school, Andre worked as a guidance counselor in the Camden school district and was a social worker with the Juvenile Justice Commission in Philadelphia. Andre received his law degree from Thomas M. Cooley Law School of Law in Lansing, Michigan in May 2002.

Aaron Washington-Childs, Esq.

Aaron joined the City of Camden Law Department in 2022 as an Assistant City Attorney focusing on litigation. He earned his B.A. in international Studies with a minor in Journalism and Sports from Morehouse College in 2014. In 2018, he earned his Juris Doctorate from the Case Western Reserve University School of Law.

Prior to joining the City of Camden, Aaron served as an Assistant Corporation Counsel with the New York City Law Department working in pre-trial tort litigation in the Borough of Manhattan. Aaron has also practiced family law and served as an Assistant Public Defender for the Montgomery County Public Defender’s Office in Dayton, Ohio. He is licensed to practice in the State of New York, State of New Jersey, and State of Ohio. He is a member of the Camden County Bar Association and the Garden State Bar Association.

Amia I. Valentine, Esq.

Amia has served the City of Camden in various capacities since 2003. In her current role as Assistant City Attorney her practice focuses on General Litigation, Contracts, Real Estate, Land Use and Employment matters. Amia also counsels City departments on liability exposure and risk avoidance. She is a member of the City Municipal Operations Team and Counsel to the Lien Review Committee.

She received her Bachelor’s Degree, Cum Laude, from Rutgers University, Camden, and her Juris Doctor from the Kline School of Law at Drexel University. Amia is admitted to practice in New Jersey, Pennsylvania and the United States District Court for the District of New Jersey. She is a member of the Camden County Bar Association, the Barristers Association of PA, and a Past-President of the Philadelphia Chapter of the National Bar Association Women Lawyers Division.

Jacqueline O. Abdur-Razzaq serves as an Assistant City Attorney with the City of Camden Attorney’s Office. Ms. Abdur-Razzaq serves as a Municipal Prosecutor.

Ms. Abdur-Razzaq received her Bachelor of Arts in Administration of Justice and English from Rutgers University. She received her Juris Doctor from Duquesne University School of Law. She also received Certification in Diversity And Inclusion from Cornell University.
